He was 87.

Andrews' death was confirmed by Dr. Howard Jones a former colleague. The former Norfolk mayor was a co-founder of the Eastern Virginia Medical School and helped the school's Jones Institute become a leader in reproductive medicine. Andrews is estimated to have delivered approximately 5,000 babies in Norfolk, including Elizabeth Jordan Carr on Dec. 28, 1981, the country's first baby conceived outside the mother's body.

Andrews recruited Jones Jr. and his wife, Georgeanna, to establish the in -vitro fertilization program at Eastern Virginia Medical School. Jones said they saw that there were not only medical problems, but also ethical and religious issues. While Carr's delivery was one of his last as an obstetrician, Andrews continued working in reproductive medicine and made his way into public service. He served 26 years on the Norfolk City Council, beginning in 1974, and was mayor from 1992- 94.

He also was key in helping revitalize the city of a quartermillion, promoting a strategy that combined careful planning and spending millions of dollars of city money to lure private investment. Fraim also called Andrews a pioneer in race relations. Andrews earned his undergraduate degree from Princeton University in 1940, went to medical school at Johns Hopkins School of Medicine. After a tour in the Navy, he finished his residency at Johns Hopkins in 1950. Neptune Society.

Eliot NEW LONDON, CONN. Sigmund Strochlitz, a Holocaust survivor and member of the council that established the National Holocaust Memorial and Museum, has died. He was 89. Strochlitz died Monday at his New London home. He had been ill for several months.

Strochlitz, who also owned a local car dealership, led the effort to have every state and Washington, D.C., hold an annual Holocaust Remembrance ceremony to recall victims and survivors of the Holocaust. He was a close friend of Nobel Peace Prize-winner Elie Wiesel, and the two men traveled the world together. "He was extremely sensitive to memory and remembrance. When the president appointed me to the (Holocaust Memorial and Museum) commission in 1978, he immediately became my right-hand man," Wiesel said. "He was instrumental in all of our accomplishments." In 1992, President George H.W.

Bush appointed Strochlitz to the Presidential Commission on the Preservation of Americans' Heritage Abroad, and in 1993 French President Francois Mitterand appointed him a Chevalier of the Order of Arts and Letters of the French Republic in 1993. He also was a past recipient of the Elie Wiesel Remembrance Award, the National Holocaust Remembrance Tribute and the Ellis Island Medal of Honor. Born in Bedzin, Poland, Strochlitz studied economics at the University of Krakow until war broke out in 1939. He lost his parents, two sisters, his first wife and other relatives before he was liberated. Surviving the Holocaust, he often said, didn't make him a hero.
