The bill also calls for the Department of Business and Professional Regulation to keep records on file that outline rent structures and amenities offered. Landlords would have to provide proof of other rate increases in the area before raising rent It also allows residents more chances to informally challenge rent increases. "There will no longer be constant 'in your face' fights on these issues," said Sea Jim King, R-Jacksonville, who helped with a compromise measure.

A companion bill also approved Thursday sets up state trust fund that will administer grants to mobile home owners forced to move when the park property is sold and faces redevelopment The legislation provides for mobile home owners to be compensated for the cost of relocat ing their homes up to 50 miles away. The owners could get paid either the actual cost of relocation or $5,000 for a singlewide mobile home or $10,000 for a doublewide, whichever is less. The bill also has an option for owners who don't want to relocate and would rather start afresh: Those people could simply abandon their homes and transfer the deeds to the park owner for about $1,000 for a singlewide or $2,000 for a doublewide mobile home. The money for the compensation would come from $500,000 in state funds and an assessment on park owners who evict all their residents. They would pay $2,000 for every singlewide home and $2,500 for every doublewide home.

Gov. Jeb Bush has not taken a position on the bilL The Associated Press contributed to this report for education overhaul By ALISA LaPOLT The News-Press Tallahassee Bureau TALLAHASSEE The Senate approved and sent to the governor Thursday a bill that offers mobile home residents a safety net when the lot they rent has been sold for redevelopment. The measure also would give some 12 million mobile home residents better standing when it comes to rent improvements, lease agreements and other items that often pit tenants against landlords in mobile home parks. "This is the most significant and meaningful reform we've done for the relationship between mobile home park owners and their tenants," said Sea Jack Latvala, a Palm Harbor Republican who has pushed the legislation for nearly a decade. Latvala has more than 53,000 mobile home residents in Pinellas County, which is part of his district.

The bill is an effort to end "rancorous" debates between retirees Senate votes Similar House measure still awaiting a vote The Associated Press TALLAHASSEE The Florida Senate approved a top-to-bottom overhaul of the state's education system, voting mostly along party lines Thursday to reshape Florida schools. The changes include the creation of more than 100 academic positions to be appointed by Gov. Jeb Bush, including a new seven-member Board of Education that would choose the education commissioner. The Board of Regents, charged with oversight of the 10 state universities, would be dismantled as of July In its place, Bush would appoint U-member boards of trustees for each university that would control tuition rates and programs. The House version (CS-HB 1533) is slightly different and is still awaiting a vote, but the differences are not expected to keep the package from going to Bush.

The Senate approved the bill (SB 2108) by a 28-12 vote, with three Democrats joining Republicans to pass the measure. "The Board of Regents did not want to listen to this Legislature, and that's why we got to the point where we wanted to get rid of the Board of Regents," said Sea Betty Holzendorf, D-Jacksonville. Now, Holzendorf said, the universities can make the same mistakes as the regents but without the Legislative oversight. "That's a dangerous precedent to set and it will cause some of those universities to possibly close," Holzendorf warned.

Critics say dismantling the central higher education system will pit the universities against one another, with the smaller universities losing out as funds go to colleges represented by more influential lawmakers and trustees. But Sea Don Sullivan, R-St. Petersburg, argued that the state's university system was in dire need of improvement "The national ranking system gave our university system a D-plus for student access," Sullivan ly believe ia I'm not going to let it go" The House, meanwhile, reconsidered and then narrowed its bill (CS-HB 1617) to focus primarily on Bush's two priorities before passing it 118-1. Rep. Randy Johnson, R-Celebration, cast the no vote.

The Senate later made some changes in its version (CS-SB 310) to win Bush's favor and set up a vote today. The governor said he could support either bill because both include school planning and cost accounting provisions. The House version, however, requires local governments and school boards to plan for school growth, but does not have any way to enforce or State of the Art Eye Care Bonita Springs (941)498-7031 3 said. "What's so great about this system that you're trying to save?" Sullivan urged lawmakers to break away from the status quo and said the system needs to expand so more students can earn degrees. The state's education department needs to be more responsive to students' needs, he said.

"We need to change our financial aid system so that the working mother is eligible for financial aid. Duh! You can get college credits for the arts and dance but you can't get credit for technical skills. Duh!" Sullivan said. "Someone's gotta take these people by the throat and wake them up," he said. Rep.

Evelyn Lynn, the bill's House sponsor, said although the bills were close, she was eager to iron out the differences. The chambers remain divided on who will lead the transition team and on the reorganization of the state's sqhool readiness programs. The House bill removes the standards for child-care licensing and reduces training requirements for teachers. The Senate bill maintains the) standards. Both measures shift school readiness programs to the Agency for Workforce Innovatioa fund the plans.

The Senate bill would allow local governments to deny zoning and comprehensive plan amendments for new housing developments if classroom space would be inadequate for them unless developers are willing to help foot the bill for new or expanded schools. Local officials first, however, would have to pass a half-cent per dollar sales tax surcharge or raise equivalent revenue from other sources for school construction and expansioa The Senate bill would allow local governmental bodies themselves to pass the surtax by an extra-majority vote a simple majority plus one more vote. Jeb Bush said Thursday. With the 2001 legislative session set to end today, Bush all but gave up hope for linking school planning with growth management and beginning the process of determining the public cost of new development. "We'll say a prayer and maybe something will break," Bush said, but he seemed resigned to trying again next year. "This is not going away," Bush said.
