Ribicoff, a former U.S. senator and governor of Connecticut who served as secretary of Health, Education and Welfare in the Kennedy administration, died Sunday.

He was 87. Ribicoff, who suffered from Alzheimer's disease, died at a nursing home in Riverdale, N.Y., said ABC's Barbara Walters, a family friend. Ribicoff, a Democrat, had a public service career, that spanned more than four decades. "Connecticut and the nation have lost a patriot," Connecticut Gov. John G.

Rowland said in a statement Sunday. Ribicoff began his career as a state legislator in the Connecticut General Assembly and went on to serve as a municipal judge, a congressman, governor of Connecticut, a member of Kennedy's Cabinet, a member of the United States delegation to the United Nations and, for the last 18 years of his career, a U.S. senator. TIPTON Douglas A. Tipton, 77, of North Fort Myers, died Sunday, February 22, 1998. Formerly of Dayton, Ohio, he had resided here for the past 20 years. He was a disabled veteran of the U.S. Navy and retired from the Wright Patterson Air Force Base after 32 years of service.

He was a member of the Masons and the Beaver Creek Church of the Brethren. Surviving are his wife of 53 years, Viola; children, Margaret Warren, Martha (John) Davis, and Ronald (Linda) Tipton; a brother, Roger Tipton; sisters, Gladys Keller and Clara Williams; four grandchildren and four great-grandchildren. Funeral services will be conducted on Tuesday, February 24, 1998, at 5:00 p.m. in the Chapel of the North Fort Myers Memorial Funeral Home. The family will receive friends from 4:00 to 7:00 p.m.

FRANKLIN GARNER, JR. Franklin Garner, born in Fort Myers, on November 22, 1906, passed away early Sunday morning, February 22, 1998. Franklin was the grandson of Captain Manuel A. Gonzalez, who brought the first family to Fort Myers in 1866. He graduated from Fort Myers High School in 1924 and entered the University of Florida, graduating with a law degree in 1 929.

Upon graduation, he began the practice or law with L'Engle Shanas in Jacksonville, Fla. In July of 1933, he married Anne Ruth Stewart, and that same year, he was transferred to Lakeland, to represent his firm in a case for protection of bondholders against the city. This assignment ended in 1 937, and he began practicing law in Lakeland, representing New York and Chicago investment bankers. In 1 955, he was appointed part-time Judge of Industrial Claims and later became the full-time Judge of Industrial Claims. He moved to Tallahassee in March of 1 964 to accept the position of Chief of the Bureau of Workmen's Compensation and continued as head of that department until his retirement in 1972.

During his tenure in Tallahassee, he served three terms on the executive committee of the International Association of Industrial Accident Boards and Commissions. He returned to Fort Myers after his retirement and was of counsel to the law firm of Pavese, Garner, Haverfield, Dalton, Harrison Jensen. He is survived by his wife, Anne; a brother, William E. Garner; his son, Jim Garner and his wife Saundra of Fort Myers; his daughter, Pat Engle and her husband Gene of Lakeland; five grandchildren, Kelli Meade, Jim Garner, Bill Garner, Walt Engle and Chris Askins; four great-grandchildren, Chris Meade, Elsise Engle, Will Engle and Sydney Askins. A memorial service will be held at 10:00 a.m.
