Brazil Partly Reopens Door To Foreigners Who Buy Land RIO DE JANEIRO (P) Brazil has partially reopened its doors to foreigners seeking to buy land, following a period in which thousands of investors, mostly from the United States, lost money in swindles and legal foulups. President Emilio G. Medici signed a complicated law on Friday which allows nonBrazilians to buy rural property under certain conditions. This repealed a 1969 decree that prohibited all land sales to foreigners. The new law apparently offers little comfort to foreigners who had unsuccessful deaings in the mid-60s with U.S.

real estate developers such as Henry S. Fuller Jr. of Houston, and Stanley Selig of Indianapolis, mail-order sellers of thousands of Brazilian "ranches" in the central state of Goias. The law recognizes certain rural land purchases made before 1969 by foreigners who registered with the Brazilian Land Reform Institute. But most of the mail-order customers weren't registered.

Foreigners will be permitted to buy from three to 50 "development modules," of unspecified acreage, according to the new law. The president reserves the right to change these limits. It was removed from an unoccupied room. About $87 was taken in another theft reported to police. He was an aviation machinist. He had been a resident of Moore Haven for one year.

Woman Hurt As Car Flips Two persons were thrown from their car when it was hit and was flipped over about 2:22 a.m. Saturday on Highway 80 at Olga. One of the persons, Mrs.

L. Archie, 24, of Palmetto, came up from behind at a high rate of speed and started passing the Ruff vehicle but went out of control. Archie spun sideways in the road, hitting the other car and knocking it off the road. The Ruff car was listed as a total loss. Archie was cited for failure to use due care.

Local arrangements are by the Harvey Funeral Home. Woman Drowns In Home Pool Mrs. Win W. Seaman, 60, drowned while swimming in her pool at 1520 Moreno Ave. Thursday, according to police.

She was found floating face down about 8:30 p.m. by her husband Bradford and a friend when they came home. Reportedly, Mrs. Seaman had cancelled a dinner engagement to celebrate birthday, which was Wednesday, because of feeling ill and decided to take a dip alone in the pool. On Dean's List Craig C.

Mitchell, son of Mr. and Mrs. Paul A. Mitchell of 1352 Shadow Lane, has qualified for the dean's list at the University of Florida in Gainesville where he is a pre-med student. Craig graduated from Fort Myers High School in 1968.

WASHINGTON (P) Americans for Democratic Action said Saturday so-called favorite-son presidential candidates are a threat to political reform and should be discouraged from entering primary elections. Men like Sen. John Tunney, and Gov. John Gilligan, D-Ohio, who are said to considering making favorite-son would deny voters in their states a chance to support the candidate of their choice, the ADA said. Serious candidates generally avoid running in a primary where a favorite son is on the ballot, the liberal organization said in a report by its 1972 Convention Task Force.

In order not to incur the ill will of the favorite son "or risk embarrassment of possible defeat," the ADA said, "bona fide presidential candidates would be forced to forego primaries in which they might otherwise have demonstrated voter appeal and accumulated voter strength." The so-called favorite sons themselves are generally not considered serious candidates but by winning their home state primary they can go to the nominating conventions as "power brokers" controlling their states' delegate votes, the ADA said.
