TALLAHASSEE (AP) Advocates of the Cross-Florida Barge Canal urged the Cabinet Wednesday to go to court to seek funds for an environmental study while conservationists requested that the state avoid canal litigation. Former Gov.

Farris Bryant told the Cabinet in a statement to the annual Water Resources Development Conference to resist the Nixon administration's impoundment of $150,000 appropiated by Congress for an environmental impact study of the canal. "I urge the head of the Department of Natural Resources to leave no stone unturned in prying, loose those impounded funds," Bryant in a statement read by Frank Allcorn of Jacksonville. Bryant said the Cabinet should add the $150,000 to the claims for relief suit the state has filed to seek release of other impounded funds. But Charles Lee of the Florida Audubon Society urged the Cabinet to withdraw from all litigation surrounding the canal "and stop wasting the taxpayers money. Lee said the Canal Authority had spent as much money in court suits as the legislature had appropriated to begin studies of dechannelizing the Kissimme River.

Lee urged the Cabinet to turn its efforts toward restoring the Kissimmee River basin and purchase of the Green Swamp. Earl Starnes, director of the state's Planning Agency, said the state needs to concentrate on developing methods of minimizing the adverse ecological impact of road construction and flood control work. Starnes said several state agencies had recommended that Florida ask for funds to study the environmental effect of highway storm water runoff, construction of navigational channels and beach erosion. The conference is the first step in actions necessary for the state to develop a federallyfunded water -related public works program for fiscal year 1975. Giles Evans, director of the Canal Authority asked that Florida request $1 million from the federal government for construction of recreational facilities on Lake Ocklawaha. Construction of the canal was halted by President Nixon in 1971.

A federal court trial in Jacksonville involving five consolidated lawsuits ended last month. Four suits asked that construction of the 107-mile canal be resumed. The other filed by the Environmental Defense Fund seeks to permanently close U.S. Senior Circuit Judge Harvey M. Johnsen has promised an early decision.
