waived all his constitutional rights at the hearing." Oldham said he based his conclusion that further investigation would serve no point not only on Rowell's testimony but "upon complete and thorough examination of the transcript of testimony taken in the U.S. district court, middle district of Florida, on Nov. 2 2, 1966, in which certain parties to the accusation appeared." He referred to a Nov. 2 federal bankruptcy hearing in Orlando when Hart told the court that he gave Rowell 25,000 shares of stock in the Seminole: Raceway to influence legislation in to 1963. He said he gave $12,500 two other legislators.

All three denied the allegations. Oldham said he also looked at a transcript of testimony on the matter taken before the state attorney in Volusia County and "all other evidence available." The attorney said the matter had been presented to two grand juries in Volusia County and also investigated by the state attorney's office there and "there had been formations filed or indictments presented." "Further investigation by a grand jury in the 5th judicial circuit (Oldham's circuit) would be a costly expense to the taxpayers of the State of Florida and a further harassment of Mr. E. C. Rowell," Oldham said.

Arthur Biggle and Chester E. Souser. Visitors will be welcome. Wackenhut Corp. Sued by Dardens TITUSVILLE (AP) Woodrow Darden, suspended Brevard County school superintendent, and his wife Jeanette Friday sued the Wackenhut Corp.

for $20,000 or more, claiming a Wackenhut agent invaded their home without a warrant. Darden was suspended after being indicted last month. He brought the suit in Brevard County circuit court against the Coral Gables-based Wackenhut organization, which is in charge of Gov. Claude Kirk's war on crime. The suit claimed Darden subsequently suffered "grave humiliation, embarrassment, mental anguish, loss of reputation in his profession and Mrs.

Darden, the suit said, became physically ill and was in "a grave nervious state." Darden, who also was removed as a member of the state board of regents, charged that the search by the Wackenhut investigator, James White, took place Jan. 10 at 18 Fairglen his Titusville home. Mrs. Darden, who said she was home alone when the search took place, said White wrote down serial numbers from a washerdryer. The Brevard County grand jury on Feb.

23 charged the 49-yearold Darden with grand larceny, alleging he misappropriated the appliance which was school property. He also was charged with stealing a pool heater, an intercom system and lighting fixtures. Luce Leaves More Than $100 Million NEW YORK (P) The will of Henry R. Luce, editorial chairman of Time, was admitted to probate in hattan Surrogates Court Friday, distributing an estate estimated at more than $100 million. The principal heir is his widow, Clare Boothe Luce, who is to receive proceeds of a trust of 180,000 shares of common stock in Time, as well as all his residential and personal properties.

The will 1 bequeaths 149,465 common shares to the Henry Luce Foundation and divides the bulk of the remainder of the estate, 143,110 common shares, between his two sons, Henry Luce III and Peter Paul Luce. Luce, who founded Time magazine in March, 1923, died Feb. 28. Redwood trees planted from seedlings 23 years ago in Wales now stretch upwards of 75 feet. (P) Four men were burned to death and twe injuried Thursday in a scorching fire at Picatinny Arsenal, one of the nation's largest ammunition research and development centers. A spokesman for the U.

S. Army arsenal, which is also an important manufacturer of rocklets and ammunition, said the men were working on flarers when they caught fire. The dead were identified as James Johnson 53, of Morristown, Robert L. Ridner, 42, of Hopatcong, and Willis Johnson, 30, of Newark, all munitions operators, and Robert Braverman, 47, of Netcong, an explosives operator. Some chimpanzees have achieved considerable fame.

Williams Thursday approved a 3.5 per cent increase in automobile liability rates for Lumbermens Mutual Casualty Co. Approval came immediately after a public hearing. Williams said the proposed rate adjustment, which included expanded classifications and rating territories, met all standards of the insurance.

Charles T. Burney of Chicago, assistant to the manager of Lumbermens Mutual, said that the approximately 12,000 policyholders in Florida would receive an increase of 3.5 per cent effective May 1. He said that, in an effort to make rates more equitable, Lumbermens Mutual doubled its territories to 24 and increased its driver and car use classifications from six to 260.
