GET HIGHEST INTEREST RATE BANKS ARE PERMITTED TO PAY By PHIL KEYES The workable program of the city has been recertified by the federal Department of Housing and Urban Development for another year, Walter D. Moody, mayor pro-tern-pore, announced Monday night at the City Council meeting. The workable program is a plan of improvements the city intends to make during the coming year for the curtailment of blight and slum areas.

Moody took charge of the short meeting because Mayor Oscar M. Corbin Jr. is out of town. Items the council took action on included the approval of a recommendation from the Fort Myers Community Club to replace stage equipment at Exhibition Hall, and the approval of on premise consumption of beer and wine for two local restaurants. The workable program does not make the city eligible for various federal grants and loans for public work pro- Emphysema Unit Voluntary Again Emphysema Anonymous the Fort Myers based national association for people crippled with the condition, has gone back to being an all-voluntary organization.

Mrs. Jennie Winch Barkus, has resigned as executive director, eliminating the $55-per week office, and has accepted the presidency. She succeeds Rev. John Bennion of Fort Myers in the office. EAI, as the association calls Itself, was started back in 1965 by James 0.

Winch, a victim. When he died In 1966 Mrs. Winch took the helm, and the office of executive director was formed to make It possible for her to do so. EAI Is supported entirely by voluntary donations. The donations have never equaled the budget, so Mrs.

Barkus' salary was at the point at which the cuts were made. "It's an all volunteer organization now," said Mrs. Barkus. She remarried, to emphysema victim Myron L. Barkus, last September.

The James 0. Winch Chapter will meet at 8 p.m. Friday at the courthouse. The Charlotte Unit will meet at 2 p.m. Saturday.

X-Rays for EAI members will be taken beginning at 2 p.m. Thursday at the Lee County Health Department. jects, but is a prerequisite for making application to participate in the federal grants. Local Assistance "The workable program is an outline of the various projects and things the city has accomplished during the past year and lists the improvements the city intends to make during the coming year," Moody said. "Under our workable program we are able to get a great amount of valuable assistance from residents who serve on our citizen's advisory boards.

These residents are able to make recommendations to us and provide us with all the facts surrounding each issue. From this information the council is able to take the necessary action and make the right decisions." Moody said the long and detailed report was compiled by G. Pat LeMoyne city purchasing agent, and Robert E. Sullivan, city building official. The report was delivered to the HUD offices in Atlanta last month by LeMoyne.

Rigging Apt To Fall Mrs. Lloyd G. Hendry of the Community Club said the stage rigging in the Exhibition Hall not only is unsafe and apt to some day fall, but is also inadequate for the many professional type programs that are now coming to this area. "We are not asking for something for the Community Club alone, but for all the citizens of Fort Myers who use the Exhibition Hall facilities," she said. Councilmen agreed to take some action to improve the stage settings but requested the assistance of Mrs.

Hendry and Mrs. Louise Bass in preparing a list of the Items needed. They also asked LeMoyne to locate a professional theatrical stage designer and compile information about what would be required to have the stage equipped properly. During the discussion, Mrs. Bass said the present stage could be decorated for a program but if the humidity increased the manila ropes would either stretch of shrink and change the settings.

Approval of on premises beer and wine consumption licenses was given to William Wilcox for Wilcox Lunch Stand at 1838 Cranford and for Cecil Crouch of the Branch Office at 2148 Fowler St. The agreement for Bob Ward to dock the Jungle Cruise boat at the City Yacht basin was approved for another year, and an advertisement for a public hearing for the purchase of an access street to the new sewage treatment plant site south of Bowling Green subdivision was approved. 'Before You Buy Awnings Art students in Lee County's schools aren't painting the town just an empty shop next to Fremacs on First Street which will soon open as Fort Myers' first regular student art gallery. The former Town and Country Shop Is being transformed by paint and varnish into the "gallery" which will have a grand opening April 20 from 1 to 5 p.m. "Children of all ages in Lee County's 22 elementary and eight junior and senior high schools will have an opportunity to show their work," Mrs.

Margaret Bare, art consultant who originated the idea said, adding that senior high students may even sell some of their work "as a sideline which we hope will be helpful to students hoping to go to art school," Mrs. Bare said. The gallery, sponsored by secondary school art teachers, will be open without charge during school months, September to May and on evenings in the winter at the height of the tourist season, Mrs. Bare said. Schools will probably show their students' work by monthly assignment or perhaps by class, each school using one period of time for its classes, Mrs.

Bare said, although she pointed out the scheduling hasn't been set. As long as the building isn't rented or sold, Ray Biownstine of Harvie E. Heit-man Properties is giving it to the schools without charge. The original idea for a student gallery came from a talk Mrs. Bare had with Al Gallant, past president and board member of the Downtown Mer chants Association.

When Mrs. Bare described what she calls "the dream for many years of all the art teachers in the county," Gallant offered to talk with Biownstine about a place. Biownstine donated the space, requesting only that the Lee County School Board pay utilities which it has approved. This is on condition that the building isn't rented or sold. "I thought this would give Lee County a chance to see something good in their young people," Gallant said, adding that he thinks it will also do the downtown area good.

"It could develop into something and be an attraction for downtown Fort Myers," commented Joe Richards, director of the Downtown Mer chants Association. Richards said he would be glad to see the gallery established as it would benefit the students by giving them recognition of their work. Before the opening, the art students who hope to show their work are busy building props and decorating the building.
