Roberts. Roberts has served 27 years on the state's highest court.

Holley, of Naples, won the Republican gubernatorial nomination in 1964 but was defeated by former Gov. Haydon Burns in the general election. Karl, a state senator from Daytona Beach at the time, was defeated by Burns in the Democratic primary. Holley said he will stress philosophical differences in his election campaign against Karl. "I think there's a difference in our philosophies," he said.

"I'm known as a conservative, and Fred's known as a liberal." This year's Supreme Court elec- tions may be the last in Florida. In the November election, voters will approve or reject a proposed constitutional amendment making appellate judges appointive. House Speaker Donald Tucker, D-Tallahassee, headed a list of legislative incumbents who qualified Wednesday for reelection. Seeking his sixth two-year term as a legislator, Tucker has been designated by Democrats as the 1977-78 speaker. He is expected to win the office easily, becoming the first speaker to succeed himself in 50 years.

Senate President Dempsey Barron, D-Panama City, drew the first of two anticipated reelection opponents when former Rep. Sam Mitchell, D-Vernon, qualified. Smathers Imposes Expenditures Rule The rule also requires supporters to name campaign treasuries and depositories and file reports on the same intervals as required by law for candidates. TALLAHASSEE (AP) Secretary of State Bruce Smathers said Wednesday he has imposed a rule requiring supporters of political candidates to report all expenditures of more than $500. Smathers said he adopted the rule on a emergency basis at the start of the two-week qualifying period for elections because the U.S. Supreme Court opened a loophole in Florida laws that would have allowed supporters to spend large sums on candidates without reporting the action.

He said the Supreme Court's ruling in a case involving a federal elections law would render unenforceable much of Florida's campaign laws.
