Fort Myers (Fla.) News. Thursday, Jan. 9, 1958 County Board Acts for Water, Sewer Systems Engineers Retained To Prepare Report On Financing (Continued From Page One) interest. If part of the project proves toe feasible, the county would have pay back a pro rata cost of the surveys, but if none of the system is feasible, the federal agency would not be repaid, Colyer said. If the report is not favorable, the project will be dropped and the county will not have to pay any fees or costs.

Standard Fee If the report is favorable and the county goes ahead with construction, the engineers would be paid a standard fee based on rates set up by the Florida Engineering Society. The engineers will assist the bond house in arriving at tables of rates and charges, potential and present customers, costs of operation and construction and net revenues anticipated from the system, The bond house will take the engineers' cost figures and prepare whatever bond issue would be necessary to finance the works to be retired out of revenue from the services. Colyer said the engineers also will assist the county in applying through the Florida State Board Health to the federal government for a direct grant which would be applied toward construction and would not have to be repaid. Chairman Wilson Pigott commented, "It looks like a good deal. We can't lose and won't incur any indebtedness." Both firms promised to get right to work on the project.

Private Project George Swetnik, who last year proposed to set up a utility distriet, between encompassing the 45 city square limits at McGregor Boulevard and Fort Myers Beach but delayed it because of the condition of the bond market, told the commission he is now ready to go ahead. Swetnik is the developer of a canal front subdivision on Whiskey Creek. He presented an engineering report on the feasibility of the project but the commission took no action on his petition for a franchise. Pigott noted that Lee County DOG RACING TONIGHT 8 P.M. has already been granted a utility franchise cova portion of his contemplated area and said Swetnik now will have to wait to see if the utility proceeds with its plans. If nothing is done to build the utility system, the county can terminate the franchise. Urges New Bridge Swetnik also inquired about the possibility of rebuilding the Whiskey Creek bridge. He said the old bridge is too low for the pasage of boats to his subdivision and has "stopped our operation entirely." The board adopted a resolution asking the State Road Department to rebuild the bridge and also to. rebuild the Pine Island Bridge.

Swetnik has requested that the Whiskey Creek bridge, when rebuilt, be a high-level span to accommodate boats. No commitment has even been made about raising the span. Prisoners Offer To Man Satellite NEW YORK, Jan. 8 (AP)Atty. Gen.

Rogers told a Boy Scout group today that several federal prisoners have volunteered to go up in the first U. S. manned satellite. He drew a moral from the offers. Rogers said these volunteers would have served the nation better had they started to think about their obligations to society when they were of scout age.

Attorney Robert Shafer, assisting Starnes, said the children's home is a "proprietary use" by the county as distinguished from a "governmental use" and as such comes under the city zoning laws.

Starnes maintained there is a "clear violation" of the zoning since the home does not fall into a group of permissible uses set up under the zoning.
