Before tempers rose any further, Carmine broke in: "We sincerely regret the ill feeling. Let's get it back on a practical basis. The board will enter into a contract with R. J.

They want protection for their property right now." Attorney Robert Shafer, as-, sisting Stames, said the children's home is a "proprietary use" by the county as distinguished from a "governmental use" and as such comes under the city zoning laws.

Stames maintained there is a "clear violation" of the zoning sinoe the home does not fall into a group of permissible uses set up under the zoning. They are Mrs. Louise Dukes, Col.

Millican said Daymude has violated the zoning "for the two years I have lived there because he Is running a real estate business from his home and has signs tacked up." Commissioner Herman J. Arthur Smith, a member of the welfare board, said it boils down to a "moral question of whether we are going to let a zoning violation stand in the way of our duty to the children." Mrs. Heuck asked, "Who among us doesn't have a heart? There must be somebody," and related her efforts to find another place for the children.

Starnes countered: "We just feel you are not making enough effort." Mrs. Heuck continued: "We never had any complaints for seven months." Starnes: "The attitude here seems to be that our clients are unreasonable. I can get just as agitated as you can.
